Goodyear charges nearly $9,500 in development fees for a single-family home. If the City Council adopts the new suggested fee, it would be more than $6,500 over what developers pay now.

Sounds like an increase to me. You would think the Republic is siding with the higher fees.

Well, at least higher fees on home builders might help the average Joe trying to sell his Goodyear home. His biggest competitors, the new home builders, would have to pay the fee raising the prices of their new homes and thus helping Joe homeseller.
